Progressive Property Transfer Tax: More Tax if You Buy More
The Property Transfer Tax (ITP), which is paid when buying a second-hand property, no longer has a fixed rate. From now on, a progressive tax system will be applied in Catalonia: the more expensive the property, the higher the percentage you will pay.
This means that if you buy a home for less than €300,000, you will pay less than if you buy one for €600,000. This is a significant change that particularly affects high-value properties in areas like Tamariu or Llafranc.
New obligations for large property owners
The Generalitat has also updated the definition and obligations of what is known as a large property owner:

A general large property owner is someone who owns 10 or more properties.

A large property owner in a stressed area is someone who owns 5 or more properties in municipalities declared as a stressed residential market area (such as Palafrugell).
This This implies restrictions on rental prices, the obligation to justify increases, and new requirements for registering contracts.
Mandatory registration of HUTG numbers in the Property Registry
Another important change affects tourist rentals. From now on, all owners who rent properties with a tourist license (HUTG) number must register that number in the Property Registry. This measure aims to improve oversight and ensure that all tourist accommodations are properly registered.
In coastal areas like Tamariu, Llafranc, and Calella, where tourist rentals are very common, this change will affect many property owners.
